The Short Answer
No, TOPIK is not required to apply for GKS under the 2026 GKS-U guidelines.
You can apply without a TOPIK score. NIIED says Korean or English language proficiency certificates are optional. If you do not submit a score, your personal statement and study plan are still reviewed.
But TOPIK can still matter a lot.
TOPIK for GKS can affect bonus evaluation points, your language proficiency score, the Korean language year, and some university or department options.
So the myth is wrong: TOPIK is not required to apply.
But the opposite myth is also wrong: TOPIK does not matter.
The real answer is in the middle. You can apply without TOPIK, but a valid TOPIK score can make your application stronger and can change your GKS timeline after selection.

Myth 1: "You Cannot Apply for GKS Without TOPIK"
This is false for the 2026 GKS-U guidelines.
The official FAQ says language proficiency certificates such as TOPIK, TOEFL, and IELTS are optional for NIIED. A student without TOPIK can still submit a GKS application if they meet the other eligibility rules.
Those other rules still matter. For 2026 GKS-U, applicants must meet nationality rules, age rules, education rules, and grade rules. Documents must also be correct.
No TOPIK does not automatically make you ineligible. It only means TOPIK is not a required application document for NIIED.
Myth 2: "TOPIK Gives No Real Advantage"
This is also false.
The 2026 GKS-U guidelines say that holding TOPIK level 3 or above at the time of application earns additional points worth 10% of the total allocated points.
The guideline also has a language proficiency test points table. This table is used for evaluation scoring.

The score report must be valid under the official rules. The 2026 GKS-U source says test scores are recognized only if issued within two years of the NIIED announcement date.
If you submit two or more score reports, only the highest score counts. For a future application year, check the newest official notice.
TOPIK Level 3: Why It Matters
TOPIK level 3 is an important line in GKS.
At the application stage, TOPIK level 3 or above can give additional points worth 10% of total allocated points.
After selection, every GKS scholar must achieve at least TOPIK level 3 during the Korean language year to proceed into the degree program.
If you are applying without TOPIK, you should understand this clearly. You may still apply. But if selected, you will need to study Korean seriously during the language program.
Some universities or departments may require a higher level, such as TOPIK level 4. Always check the University Information file and your target university notice.
TOPIK Level 5 or 6: Skipping the Language Year
TOPIK level 5 or 6 can change your GKS timeline.
Under the 2026 GKS-U guideline, applicants with TOPIK level 5 or 6 at the time of application are placed directly into their degree program. They skip the Korean language program.
Most GKS-U degree paths include a Korean language year before the degree program. But TOPIK level 5 or 6 holders can be exempt from the language year.
There is also a later chance. If you newly achieve TOPIK level 5 or 6 after the application deadline, the 2026 GKS-U guideline says you must submit the valid certificate to NIIED by December 26, 2025 to be considered for exemption.
If you achieve TOPIK level 5 or 6 within the first 6 months of the Korean language program, you can be exempted from the remaining 6 months and start the degree program the following semester.
What Happens If You Apply Without TOPIK?
If you apply without TOPIK, your application is not automatically rejected by NIIED.
The official FAQ says language certificates are optional. It also says that a personal statement and study plan are reviewed instead if you have no language score.
So your written application becomes very important. Use your personal statement and study plan to show:
- Why you want to study in Korea
- Why your chosen major makes sense
- How your academic background supports your plan
- How you will handle Korean language study
- Why your university and department choices fit your goal
Do not write empty sentences like "I love Korea" only. Show academic purpose, clear planning, and readiness to study abroad.
When Universities Want TOPIK
NIIED may say TOPIK is optional, but universities and departments can have extra requirements.
The official FAQ says the GKS guidelines list only the minimum GKS requirements. Some universities or departments may add requirements, such as a minimum language score.
A department may want a certain Korean level. Another department may accept students without TOPIK. Some departments may focus more on English ability. Some may ask for other materials.
Do not assume one rule fits every university.
Before choosing your university or department, check the current GKS University Information file, the university's own notice, the department's language requirement, and any extra materials requested by that university.
TOPIK and the Korean Language Program
For most selected GKS scholars, the Korean language program is part of the scholarship path. The 2026 GKS-U overview says the normal structure includes a Korean language program before the degree program.
The FAQ also says all GKS scholars now take the Korean Language Program at the same university where they will pursue their degree.
Still, do not treat this as permanent for every year. GKS rules can change. Verify the newest Study in Korea notice for your application year.
Common Mistakes About TOPIK for GKS
Mistake 1: Not Applying Because You Have No TOPIK
If you meet the other requirements, no TOPIK alone should not stop you from checking GKS. You should still verify your target university and department.
Mistake 2: Thinking Level 1 or 2 Gives the Same Effect as Level 3
The 2026 guideline gives additional points for TOPIK level 3 or above at the time of application. Level 1 and level 2 appear in the language proficiency test points table, but the additional point rule is tied to level 3 or above.
Mistake 3: Forgetting the Language Year Requirement
If you do not have TOPIK level 5 or 6, you should expect the Korean language program unless the official notice says otherwise. During that year, every GKS scholar must reach at least TOPIK level 3 to proceed into the degree program.
Mistake 4: Ignoring Department Rules
Some departments require a higher level, such as TOPIK level 4. If the department requires a higher level, you must follow the department rule.
Mistake 5: Using an Old Score Without Checking Validity
The 2026 guideline says test scores are recognized only if issued within two years of the NIIED announcement date. For your application year, check the official notice and accepted certificate range.

TOPIK rules are easy to misunderstand because there are different layers.
