Who can apply

  • Overseas Koreans (외국국적동포) who are eligible for F-4 status AND who commit to living/working in a designated regional-specialized business area within a depopulation region (인구감소지역), with a recommendation from the head of the local government (지방자치단체장 추천).
  • Two main tracks reported: (1) Existing residents (기존 거주자) – an overseas Korean who moved to the area before it was selected as a business area and has already resided there for 2+ years; (2) In-migrants (국내 전입자) – an overseas Korean under age 60 who currently lives in a non-depopulation area and moves into the business area together with family (spouse and children).
  • One of the three 2025 regional-specialized visa tracks (F-2-R regional talent, E-7-4R regional skilled worker, F-4-R regional overseas Korean).
  • Exact eligibility (age cutoff, prior-residence years, family-accompaniment rules) is set by MOJ per participating local government and should be confirmed on the HiKorea manual.

How to apply

  • F-4 (재외동포) status granted under a regional-specialized condition.
  • Routes: domestic change-of-status to F-4-R at an immigration office, or a Certificate of Visa Issuance (사증발급인정서) / overseas Korean embassy visa.
  • A head-of-local-government recommendation (지자체장 추천) is mandatory in all cases and residence/relocation in the designated depopulation area must be shown.
  • F-4-R is granted as a regional-specialized condition on F-4 (재외동포) status through the applicable local-government program; a local-government recommendation is required.
  • Applications and status changes are handled through immigration offices / HiKorea.
  • Allocation and participating municipalities are set by the Ministry of Justice’s annual/multi-year regional-specialized visa operation plan.

Extending your stay

Stay/extension is conditioned on continuing to reside and remain economically active in the designated region; leaving the region can affect eligibility. The regional residence condition also underpins the path to permanent residence (see path_to).

Working on this visa

  • Broadened compared with regular F-4.
  • Regular F-4 (재외동포) holders are barred from simple-labor (단순노무) occupations (e.g., movers, delivery, cleaning, waste collection, apartment security, flyer distribution).
  • Under the regional-specialized exception, an F-4-R holder residing in a designated depopulation business area may engage in simple-labor and public-order-related occupations within that area or within the same metropolitan city/province (시·도).
  • This is set out in the MOJ notice on the scope of F-4 employment-activity restrictions.
  • Restrictions on occupations related to public morals (도덕성 관련 업종, e.g., adult-entertainment) are still maintained.

Money to show

No published income threshold specific to F-4-R.

Annual quota

No F-4-R-specific allocation published. Part of the 2025-2026 regional-specialized visa plan (announced 2025-02-20) covering 107 target areas (89 depopulation areas (인구감소지역) + 18 concern areas (관심지역)) and ~85 basic local governments; ~5,072 slots were cited for the F-2-R track, not F-4-R.

F-4-R is not a standalone code — it is F-4 (재외동포) with a regional-specialized (지역특화형) condition. One of three 2025 regional-specialized tracks: F-2-R (regional talent, F-2 residence), E-7-4R (regional skilled worker, new in 2025), F-4-R (regional overseas Korean).

Family

In-migrant track (국내 전입자): an overseas Korean under age 60 relocates into the designated area together with family (spouse and children); family-relationship documents required. Mobile ARC

Applicable — F-4-R holders carry an Alien Registration Card (외국인등록증). The mobile Alien Registration Card has been issued since 2025-01-10 to all registered foreigners aged 14+ with the same legal effect as the physical card.

2025–2026 policy updates

  • Announced 2025-02-20 (MOJ, as a follow-up to the ‘new immigration and entry/exit policy’ (신(新) 출입국·이민정책)): the 2025 regional-specialized visa (지역특화형 비자) operation plan.
  • It runs as a multi-year (2-year, 2025-2026) program and defines three tracks – F-2-R (regional talent), E-7-4R (regional skilled worker, newly created in 2025), and F-4-R (regional overseas Korean).
  • Target areas expanded from 89 depopulation areas (인구감소지역) by adding 18 depopulation-concern areas (인구감소관심지역), for a total of 107 areas (the 18 concern areas were reported as added mainly for E-7-4R).
  • Reported operational scale: about 85 basic local governments participating and roughly 5,072 F-2-R regional-talent slots allocated (F-4-R-specific allocation numbers not separately confirmed).
  • Cross-track improvements: F-2-R Korean-language bar raised from KIIP level 3 / TOPIK 3 to level 4 / TOPIK 4; employment scope broadened so holders may work at any labor-short business within the region; per-company foreign-hire cap raised from up to 20 to up to 50. 2026 update – MOJ notice on the scope of F-4 employment-activity restrictions, MOJ Notice No. 2026-35 (법무부고시 제2026-35호), effective 2026-02-12, formalized the regional exception letting depopulation-area F-4/F-4-R holders do simple-labor and public-order-related work within their city/province (시·도) while keeping public-morals restrictions; a later revision number, No. 2026-65 (제2026-65호), also appears on immigration.go.kr and should be checked for the current version.

Common mistakes

Assuming F-4-R is a brand-new visa code separate from F-4 – it is F-4 (재외동포) status carried out under a regional-specialized condition; assuming the broadened simple-labor permission applies nationwide – it is limited to the designated depopulation region / same city/province (시·도); assuming public-morals (adult-entertainment) jobs are opened up – those restrictions remain; assuming no local-government step is needed – a local-government-head recommendation (지자체장) and residence in the designated area are required; confusing F-4-R with F-2-R or E-7-4R, which have different eligibility (talent / skilled-worker) tracks.

If you break the rules: Overstay is subject to fines and deportation under the Immigration Control Act (출입국관리법). Region condition: taking simple-labor/public-order work or residing outside the designated city/province (시·도) can breach the F-4-R condition and jeopardize status and the F-5 pathway; public-morals (adult-entertainment) occupations remain barred even inside the region.
